Best city to live in in the Spanish-speaking world?

What would be the most affordable city in the Spanish-speaking world with the highest quality of life? I would prefer Argentina, Spain, or Chile, but I'm open to suggestions. I am young 20's and I speak fluent spanish. Also, how much cheaper is said city than a place like NY, LA, or ATL per month? (estimate is fine)
